70年代，香港廉政公署成立。故事通过调查主任李子超（许冠文饰演），对贪污探长进行追捕，揭开殖民地时代落幕前的篇章。曾因不受贿而饱受压迫的警察磊乐 （郭富城饰）与南江（梁朝伟饰），想要改变现状，而携手建立警察贪污制度，并坐上总华探长位置。然而，权利膨胀导致黑白势力失衡，磊乐太太蔡真（杜鹃饰），因帮其上位而受黑社会迁怒，一直跟随他们的胖子韩（周文健饰）及严洪（谭耀文饰）等人，亦几近翻脸。历史交替，廉政公署全球通缉贪污探长，磊乐与南江只手遮天的年代谢幕。风再起时，香港已不同往昔。
