Filmen åbner med indtaling af Jim Douglas og "hukommelse" klip fra den første film. Den fortælling slutter siger Herbie er nu ejet af en arrogant skotte ved navn Simon Moore III (John Hannah), som mishandler og fornærmer Herbie indtil Herbie kommer sidst i et løb, der ikke ønsker at adlyde Simon. Furious, Simon sender Herbie til skrotpladsen. I mellemtiden er Hank Cooper (Bruce Campbell), en mekaniker i en lille garage, fortalte at indtaste en race og overtalt til at købe Herbie. Dommerne er Donny Shotz (Micky Dolenz), en bil entusiast, Alex (Alexandra Wentworth), en gammel flamme Hanks og Simon. Da Herbie og Hank har vundet løbet, Alex spørgsmålstegn Hank, og han giver hende en tur, hvor Herbie tager dem til en isoleret vej.
