In una piccola città dello Stato di New York, un gruppo di adolescenti ingaggia una lotta contro i soprusi nel pubblico e nel privato. A guidarlo è Legs, una giovane donna in conflitto col padre, pavido, gigolò e alcolizzato. Carismatica e ostinata nell'America di Eisenhower, intollerante con le donne, i neri e i comunisti, Legs fonda un movimento femminile rivoluzionario e segreto per accendere le coscienze e umiliare chi le umilia. Nominatesi Foxfire, le ragazze di Legs giurano di morire l'una per l'altra e di non tradire mai le regole redatte da Maddy, memoria storica del gruppo di cui trascrive le gesta a macchina. Molto presto però la battaglia per l'emancipazione e per i diritti delle donne degenera, trasformandosi nel suo contrario. Riunite sotto lo stesso tetto e costrette a confrontarsi frontalmente con la vita e i suoi affanni, le ragazze di Legs infileranno una discutibile scorciatoia, 'armate' ormai soltanto di livore e di un delirante desiderio di vendetta.
